On March 5, the “Report on the Implementation of the Central and Local Budgets for 2011 and the Draft of Central and Local Budgets for 2012” (referred to as the draft budget) was submitted to the Fifth Session of the Eleventh National People's Congress for review. According to the draft budget, in 2012, the central government budgeted 356.593 billion yuan in transportation expenditures, of which central government expenditure was 43.465 billion yuan, and 313.128 billion yuan was transferred to local governments.
