South Korea launched anti-dumping investigation against rutile titanium dioxide

According to the Ministry of Commerce website, on December 30, 2015, the Korea Trade Commission issued an announcement saying that it had decided to initiate an anti-dumping investigation against rutile titanium dioxide imported from China. The applicant for this case was Korea COCMO Chemicals. The dumping investigation period was from July 2014 to June 2015. The damage investigation period was from January 2012 to June 2015. If the enterprises involved in the case in China have the willingness to respond, they should submit a registration form to the Korean investigation authority within 3 weeks from the date of the announcement.
According to customs data, from January to November 2015, China exported 482,800 tons of titanium dioxide, and the total trade volume was approximately USD 877.7 million. Among them, India, the United States, and Brazil are the top three export destination countries with export volumes of 56,166 tons, 43,385 tons, and 42,829 tons respectively. South Korea immediately followed with 38,831 tons. In the same period of 2014, South Korea exported 34,866 tons, an increase of 11.37% over the same period last year.
The huge inventory of titanium dioxide and overcapacity since 2012 have caused both prices and profits to collapse. In the face of weak market demand and severe downward pressure on the environment, domestic titanium dioxide companies have no profit or even lose profits.
In recent years, exports have been an important factor driving the growth of titanium dioxide production. At present, the price difference between titanium dioxide at home and abroad is at a historically high level. With the overseas price increase of titanium dioxide, the price difference between titanium dioxide at home and abroad will further widen and promote the export of titanium dioxide. The future growth of titanium dioxide exports is expected to increase, but South Korea’s anti-dumping investigation has sounded the alarm for domestic companies that want to ease their exports.
